Oviedo approves interlocal agreement with CRA and awards bid for Geneva Connector Road

The Oviedo City Council on Feb. 17 adopted an interlocal agreement with the Oviedo Community Redevelopment Agency to facilitate construction of the Geneva Connector Road between State Road 434 and Geneva Drive and separately awarded the construction contract to Southern Development & Construction Inc. (SDC).
City staff presented the project as three coordinated components: the connector roadway itself, relocation and expansion of Lift Station 7, and a pedestrian bridge (Silvery Park Bridge) linking the new roadway to Silvery Park. Under the interlocal agreement (Resolution No. 4562-25), the CRA will fund the roadway and the pedestrian bridge and the city will manage procurement and construction. Staff said Lift Station 7 expansion and relocation will be paid from Fund 409 (sewer/wastewater capital recovery charges/impact fees).
At the same meeting the council approved an award (Resolution No. 4563-25) of Invitation to Bid 20512 to Southern Development & Construction Inc., the low responsive bidder, for $5,774,620. Staff said five sealed bids were received, one bidder withdrew after identifying an error in its submission and SDC remained the lowest responsive bidder. The packet included a budget amendment moving funding from a wastewater capital recovery reserve into a construction line item to cover the Lift Station 7 work.
City staff emphasized the city will follow its purchasing procedures, perform bidding and contract administration, and that the CRA will provide the roadway/bridge funding while the city funds the lift station work and will manage the project on behalf of the CRA. Council members said the item had been discussed previously in CRA meetings before the regular session.
Both resolutions were adopted by roll-call vote with all members recorded as voting aye.
