Muscatine County supervisors approve $442,979 claims, law-enforcement grant, preservation survey funds and road maintenance contract

The Muscatine County Board of Supervisors on Monday approved $442,979.52 in county claims and a package of grants, plats and road maintenance work, and heard a separate staffing reclassification proposal from county administration.

The board unanimously approved claims dated Feb. 17, 2025, and approved a one‑year Governor’s Traffic Safety Bureau law‑enforcement grant application for $59,011.50 to support overtime and traffic‑safety equipment. Chief Deputy Jeff Mullins told the board, “It will pay for 850 hours overtime. 3 2 new radar units, 3 new PBTs, and 1 new LIDAR.”

The board also authorized the chair to sign a certified local government (CLG) grant agreement for a North Calhoun Street historic survey in West Liberty totaling $36,508, of which $21,096 is the grant award, the city is providing a $5,000 cash match and $10,412 is an in‑kind match requirement. Muscatine County Historic Preservation Commissioner Bill Kellner said the county would provide the $5,000 match after the RFP and consultant selection process.

In land‑use business the supervisors approved Resolution 02/17/25‑01, combining the preliminary and final plat for the France Cedar Valley Subdivision, a single agricultural lot of about 1.47 acres described by planning staff as non‑tillable and created to resolve a previous split. The board also granted an extension to record the approved replat of Lots 1 and 2 of Salvatore Subdivision and Parcel J via Resolution 02/17/25‑02; that motion passed with four yes votes and one abstention.

County Engineer Bridal Orchowski recommended awarding a microsurfacing bid to Asphalt Surface Technologies Corporation for maintenance work on portions of North Mulberry and several county roads. Orchowski described microsurfacing as a double‑course slurry, “about three‑eighths to one‑and‑a‑quarter inches thick,” placed to seal cracks and extend pavement life. The board voted to accept the low bid and directed staff to prepare contract documents.

The board also approved the Feb. 10 regular meeting minutes and heard a lengthy discussion in administration about regrading the planning and zoning administrator position and related staffing and pay changes. That staffing discussion was deliberative; no final board action on the proposed reclassification and related hires was recorded on the transcript.
