Committee approves DuPage Care Center contracts; staff report outbreak and inspection delay for 3 North

Janelle Chadwick, speaking for the DuPage Care Center, reported a contained outbreak affecting two residents and one staff member and said the facility is following isolation protocols. “Yesterday we went into outbreak,” Chadwick said; she added staff were managing the situation and keeping it contained.
Chadwick updated the committee on construction: 3 North (a renovated unit) is ready for inspection, but the state office of the Illinois Department of Public Health had not received the architect’s notification needed to schedule the clinical inspection. Chadwick said the county is following up with Springfield to move the inspection forward; she also said 3 Center (the dementia unit) was at about 90 percent completion and running slightly behind 3 North.
On procurement and budget items the committee approved the following measures by voice vote: - Acceptance and appropriation of $16,766 from the DuPage Care Center Foundation for design and architectural services for the Secret Garden project. - A contract purchase order to AdvoCare Systems for rental of medical equipment, beds and mattresses (period 03/01/2025–02/28/2026) not to exceed $80,000. - A contract to Alco Sales and Service Company to furnish and deliver Elite X long-term beds (period 02/26/2025–02/25/2026) not to exceed $109,192.16. - An amendment increasing an existing purchase order issued to Nova Staff Healthcare Services for supplemental nursing staff by $65,000, raising the amended contract total to $565,000 (a 13% increase); committee members discussed shifting dollars among vendor purchase orders as agencies supplied differing levels of staffing. - Purchase order decreases for RCM Technologies ($35,000 decrease) and Bridal Star Care of Central DuPage ($30,000 decrease) that reallocated money to cover the Nova Staff increase.
Committee members asked for clarification on the construction inspection process and for greater visibility on how vendor dollars are shifted when one agency provides more services than another. Finance and staff explained that contracting and encumbrance adjustments reflect actual service provision and that the county shifts awarded dollars to the agencies providing needed services.
