Commissioners approve application to update county multi-hazard mitigation plan using BRIC funding

Emergency Management Agency staff asked the Morgan County commissioners to approve submitting a letter of intent and to pursue a grant through the Indiana Department of Homeland Security (IDHS) to update the county’s multi-hazard mitigation plan (MHMP).
Abby Ellis of EMA explained the county’s MHMP was last adopted in 2023–24 after work that began in 2019 and that plans must be updated every five years to remain eligible for many federal grants. Ellis said the grant would cover 75% of an approximately $29,000 contract (the BRIC MHMP award), with the county providing the 25% match largely through in-kind work such as data collection and stakeholder meetings.
Commissioners moved and seconded a motion to approve submission of the letter of intent and to pursue the grant application. The board recorded a voice vote of 3-0 in favor.
Ellis said the work will include coordination with townships, schools and local jurisdictions during the plan update process. The county noted that having an updated MHMP is a prerequisite to be eligible for certain federal hazard-mitigation grants.
