The Alton Town Planning Board on Tuesday approved a lot-line adjustment for the RJ Revocable Trust (Richard Lane, trustee) and Robert Lane, owner, granting requested waivers and imposing conditions precedent including submission of sample deeds and final plan materials.
The action matters because it formalizes revised lot lines that the applicant said preserve an existing private access (described in the record as a "tote road") and brings lot sizes into conformance with town ordinances before a pending sale.
Chairman Bill O'Neil opened the case, identified the applicant as "RJ Revocable Trust, Richard Lane, Trustee, and Robert Lane, owner," and the board considered several waiver requests tied to the lot-line adjustment. The board voted to approve waivers listed in the file (identified at the meeting as items 7(f), 7(g), 7(h) and 7(i)), then found the application complete.
An applicant who identified himself in the hearing explained the purpose: he said Lot 651 was his parents' house and that he planned to sell that lot; he described a private tote road and said he wanted to "protect the tote road so I could keep that" and that the split would not create new lots or new development. The board discussed conditions with staff; the transcript records that "sample deeds" will be a condition of approval and staff said title work and final plan materials would follow before the file is closed.
A motion to approve Case No. P25-05 with conditions precedent carried on a voice vote. The motion as recorded was "we approve case number 25 dash o 5" and the chair announced "All in favor? Aye. All opposed? Motion carries." The board indicated the approval included standard follow-up items: submission of final plans, sample deeds as conditions of approval, and coordination with title professionals.
The board also clarified in public that at least one parcel in the record still carries a mortgage; staff advised the applicant to follow up with the mortgage holder as part of final title work.
The board listed a short set of final items the applicant must submit and indicated staff will compile and deliver that checklist in the coming days.
