Brown reported a Lilly Endowment grant of $316,000 and municipal commitments and requests: Bourbon has granted $10,000; Culver has verbally committed $18,000 (not yet granted); Plymouth was reviewing a requested $50,000 commitment; Bremen had tabled a request.
Brown said the project has approximately $138,851 left to raise after foundation support, and she asked the county to provide the $75,000 the county council discussed last year. Brown also said a lease arrangement has been drawn up: a $1-per-year rent for 10 years with a 10‑year renewal, and she provided a copy of the lease and related documents to commissioners.
Commissioners discussed policy and fiscal prudence. One commissioner said she supported the program but struggled with committing tax dollars when the county would not own the building; another commissioner noted council commitments already discussed and argued that a $75,000 county contribution equates to about $7,500 a year over 10 years. The board asked for a recipient agreement to ensure funds are used for the stated purpose and requested Dustin’s Place to follow up with municipal partners. Commissioners approved a motion to forward a $75,000 appropriation request to the county council, 2–1; the recommendation will go to the council for final action.
