County staff to check IDEM, DNR permits before altering deteriorated culverts at Gu/Coontz property

County staff reported on a follow-up inspection of two culverts discharging into a county channel at the Robert Gu / Emma Coontz property and recommended filling or crushing a portion of the failing culverts.
"I did have a contractor go out and take a look and at least the, 24 inch pipe is in such bad shape. There's not much we can really do with it," Craig, Marshall County staff member, told the board and said staff’s recommendation is to "fill a portion of those, crush them, and and backfill them." Craig said he must contact the Indiana Department of Environmental Management (IDEM) and the Indiana Department of Natural Resources (DNR) to confirm whether the county can proceed without a permit or if permitting will be required.
The board did not take immediate action; Craig said he will return with guidance from IDEM and DNR about whether excavation or backfilling can proceed without additional permits. No schedule or contractor selection was announced at the meeting.
