Board approves $78,833 for courthouse clerksceiling, staff warned of relocation and asbestos risk

The Woodbury County Board of Supervisors approved $78,833 in CIP funds to repair damage in the courthouse clerksnorthwest office.
Kenny Smith of Building Services described a talc-like white substance falling from the ceiling as efflorescence (salt) from plaster: “This happens when, plaster gets, moisture in it or too much humidity.” Smith said demolition work nearby has exacerbated the condition, and investigations show leaking steam or condensate pipes and uninsulated domestic water lines above the ceiling. He warned that some older pipe insulation may contain asbestos encapsulation that would need proper removal and that workers will need to cut access openings in the ceiling to make repairs and later refinish and repaint the area.
Smith said the clerks office will need to be relocated during the work but the timeline and relocation plan are not yet finalized. The board approved the CIP funding unanimously and instructed Building Services to obtain quotes and coordinate relocation and remediation steps.
Why it matters: the courthouse stores vital records and conducts public-facing services; the project addresses active damage and potential health/safety concerns (possible asbestos and ongoing water intrusion). Building Services will manage contracting and any necessary asbestos-compliance work before repairs proceed.
