Codington County opens annual highway-supplies bids; staff asks to continue steel-pipe awards

Codington County commissioners opened the county's annual bids for highway supplies on Feb. 18, 2025, hearing itemized offers for concrete pipe, prestressed bridge decks, concrete box culverts, corrugated metal pipe, diesel and gasoline, liquid asphalts, pea gravel, crushed gravel, and asphalt patching materials.
The bids were read aloud by Randy of the county highway department; commissioners asked clarifying questions as staff worked through different vendors' formats and unit descriptions. The county heard bids from multiple suppliers — including Rinker and Chemcast for concrete pipe, bidders for bridge deck and box culverts, and several fuel vendors — and county staff said the documents were inconsistent enough that some items required follow-up.
“This is a lengthy process,” Randy told the commission as he began reading bids, and he repeatedly asked commissioners to allow time to verify units and per-foot or per-unit pricing because bidders used different formats. Commissioners interrupted at times to ask whether a quoted number was “per foot” or a per-unit/plate price, and staff corrected several misreadings on the record.
Key items read into the record included corrected per-foot prices for corrugated concrete pipe from Rinker and per-foot unit pricing from Chemcast; fuel bids (number 2 diesel, dyed diesel and E-series gasoline) from Cole, Suvele/Cenex and Vollan/Vollan Oil; and liquid-asphalt bids from Flint Hills and Jebro. Staff also read bids for pea gravel and gravel-crushing services and a cold/hot mix and pea-gravel offer from Donek for asphalt patching material.
Because a steel pipe bid was missing from the packet and several submissions required clarification, Randy asked the commission to postpone awarding the steel-pipe line items. “With the fact that I do not have the steel pipe, I'd like to continue this into next week, if that's all right,” Randy said. Commissioners agreed and directed staff to review the submissions and return with corrected line-item breakdowns and any missing bids at the next meeting.
No formal awards were made on the steel pipe or other items that required further verification at the Feb. 18 session. Staff said they will follow up with bidders and present corrected spreadsheets at a subsequent meeting for any items requiring action.
