The Cobb County Board of Commissioners approved most items on the Feb. 18, 2025 zoning hearing consent agenda in a single vote, 4-0, while several matters were withdrawn, continued, or pulled for discussion.
Why it matters: The consent agenda included a mix of rezoning recommendations, temporary land-use permit renewals (LEP/LUP), and other-business items that implement zoning and land-use decisions across the county. Even items approved on consent can include conditions that become binding on future site plans and permits.

- Rezoning Case Z1 (TTF Kennesaw Inc.) to CRC with conditions (landscape buffer, no amplified sound near New Rutledge Road, and departmental comments): approved (consent) 4-0. - Rezoning Case Z3 (Trayton Homes LLC): initially pulled for opposition, later returned to consent with additional stipulations and approved 4-0 (see separate article for details). - Rezoning Case Z4 (Joselio Cruz): recommendation to R-20 with conditions: approved (consent) 4-0. - LEP 1 (The Giving Gardens Inc.): temporary land-use permit renewal for 24 months with conditions: approved (consent) 4-0. - LEP 2 (Jacqueline Teo): temporary land-use permit renewal for 24 months, personal family use only: approved (consent) 4-0. - LEP 3 (Archdiocese of Atlanta / campus ministry): temporary permit renewal for 24 months: approved (consent) 4-0. - LEP 5 (Kate and Costello): temporary permit renewal for 24 months, growing/selling cut flowers with conditions: approved (consent) 4-0. - LEP 7 (Garfield McCook): temporary land-use permit renewal for a personal care home, maximum 14 residents: approved (consent) 4-0. - Other Business Item 1 (lot/variance requests for Robert Carignan): approved (consent) 4-0. - Other Business Item 2 (settlement of litigation re: Donald K. Nix et al, Z4 of 2023): approved (consent) 4-0 with additional stipulations read into the record and agreed by applicant. - Other Business Item 3 (road frontage reductions for James D. Hilton): approved (consent) 4-0. - Other Business Item 4 (road frontage reductions for Ron King): approved (consent) 4-0. - Other Business Item 6 (Vanderlande EV chargers): pulled from consent and held for separate hearing (see separate article); later held to next hearing 4-0. - Other Business Items 7, 8, 9, 10 (various site-plan amendments and gate/private-road requests): approved (consent) 4-0.
Withdrawals and continuances recorded during the hearing:
- Rezoning cases Z37 of 2024, Z44 of 2024, Z63 of 2024, Z2 of 2025 and several SLEP/SLUP items were announced as withdrawn without prejudice prior to the hearing and were not heard. - Applicant-requested withdrawal: LUP 4 (Hero Farm Cooperative) was withdrawn without prejudice on motion by Commissioner Burrell, carried 4-0. - Continuance: Other Business item 5 (Diana Bickers) was continued to the March 18, 2025 hearing on motion by Commissioner Gamble, carried 4-0. - Staff-requested continuances: several cases were continued to specified Planning Commission or Board of Commissioners dates; details recorded in the staff packet. - LUP 6 (Laki Golejbanda) was withdrawn without prejudice after the applicant was not present; motion carried 4-0.
Formal recorded vote on the full consent motion: The board approved the consent agenda as revised by voice vote; the chair called the question and recorded "The motion carries 4 0." Items pulled for separate discussion (noted above) were heard in regular order.
What to watch next: Items pulled from consent (Z3 and OB6) were addressed separately in the hearing; OB6 (Vanderlande chargers) was held for follow-up and will return to the March 18 zoning hearing for potential action. Several approvals included staff and department comments that must be satisfied in subsequent plan review and permitting steps.
