Bullock County commissioners voted unanimously to amend Article 4 of Chapter 8 of the county code to incorporate the Georgia Department of Public Healthโs rules and regulations governing body art studios and body artists.
County Attorney Jeff Akins told the board the amendment is largely procedural: it places the state public-health rules into local ordinance so the Bullock County Health Department can pursue enforcement through county magistrate court in addition to state administrative channels.
โThis is more or less kind of a formality,โ Akins said, noting the change tracks recent revisions the state made to its rules. Marlon Thomas, environmental health manager for the Bullock County Health Department, told commissioners the new rules had already been adopted at the district level and that the health department will continue inspections and enforcement, including citations when necessary.
Why it matters: incorporating state rules into county ordinance gives local officials a parallel enforcement path through magistrate court, which may affect how violations are handled and fined locally.
Board action: Commissioner Anthony Simmons moved to adopt the ordinance amendment; a second was recorded and the board voted unanimously to approve it. No amendments to the text were raised during the discussion.
