BPAC recommends TIP amendments to add I‑25 roadside barriers and Engler Road interchange ramp work

MPO staff described two proposed Transportation Improvement Program amendments for federal fiscal years 2024–2029 and asked the BPAC to recommend them to the governing board.
Dominic Loyo (MPO staff) introduced LC00590, an NMDOT-led corridor project for I‑25 safety improvements that would design and install roadside barriers — including cable median barriers and shoulder barriers — from milepost 6 to milepost 14.2. Loyo said the project is new to the TIP with an estimated cost of $2,550,000 and is intended to improve safety performance measures in the corridor.
Staff also described LC00382, an NMDOT-led Engler interchange project that updates the project termini to milepost 7–8.3 and adds ramp construction, guardrail replacement, drainage improvements and lighting; the scope also includes Engler Road between Elk Drive and Del Rey. MPO staff indicated the project was placed on the TIP to enable future funding and that construction is estimated to be about three years out.
BPAC members asked clarifying questions about the corridor scope, the type of barriers and the construction timeline. Andrew Guerra (NMDOT) confirmed the I‑25 project will include cable median barriers and roadside barriers on shoulders as needed. Committee members asked staff to confirm construction timing in writing; staff agreed to follow up.
The BPAC voted to recommend the TIP amendments to the MPO governing board (motion moved by Ashley Curry; seconded by Andrew Bencomo). The governing board will consider the formal TIP amendments for inclusion in the region's FFY 2024–2029 TIP and for eligibility for federal funding.
