Arlington City Council approved establishing four lead positions in the Public Works utilities classification to add a supervisory layer between the utility manager and line staff.
Paul, a city staff member, told the council the change would reclassify four existing class 3 utility employees—one from each division—into lead positions to address a growing span of control. “Our intention here is ... to take 4 of our class 3 employees, 1 from each division of the utilities and promote them to a lead position,” Paul said during the presentation.
The council discussed the item briefly and approved a motion to establish the positions. Council members voted in favor with the motion carrying; no opposition was recorded.
City staff said the action responds to growth in the utilities workforce and increasing operational complexity, noting that a single utility manager was supervising about 20 employees. The new lead roles are intended to provide an intermediate supervisory layer between the manager and line staff.
The council moved on to other business after the vote; staff did not specify salary ranges or implementation dates during the meeting.
