Churchill County approves $700,000 purchase to expand North Main ballfield complex

The Churchill County Board of Commissioners approved a $700,000 real estate purchase agreement to acquire 6.01 acres of vacant land across three parcels, commissioners said during a special meeting.

County staff described the purchase as an addition to the North Main ballfield project, which staff said has received outside grant support and would add parking, league-size fields and other amenities to expand tournament capacity and recreational use.

Jim Barbee, speaking for the record, outlined the project and the purpose of the purchase. He said the county was awarded federal funding for improvements and that the acquired parcels would allow the county to expand parking and add multiple league fields and related facilities. "We would put a parking lot in there that would facilitate about 100 vehicles," Barbee said, adding that the parcel north of the road department could accommodate two league-size softball fields plus restroom and concession buildings and roughly a 50-car parking lot. Barbee said the funds to buy the land would come from one-shot monies; "I believe that's the the Navy 1 shot money," he said.

Barbee described project elements already proposed for the larger North Main site: a renovated historic-style clubhouse and stands, new paved parking, new playing surfaces, a splash pad, playgrounds and multiple full-size fields and auxiliary facilities. He said the county had discussed moving two tee-ball fields to a nearby city-owned park on Bridal Road to create additional parking and fields at the main site.

Board members and staff discussed the potential economic impact of larger tournaments and increased visitor nights, with staff saying expanded facilities could attract multi-day tournaments that bring hotel stays and local spending. Barbee framed the purchase as enabling future grant applications and larger tournament hosting capacity.

A motion to approve the real estate purchase agreement was made and seconded. The board approved the purchase by voice vote; the record shows the motion carried.

The agreement covers three parcels identified in the meeting as APN 001-051-13, APN 001-051-25 and APN 001-051-31. Staff reported an extension of escrow to the end of the week; closing would proceed if the board approved the purchase.

Barbee called the additional acreage a way to increase parking and field counts to serve a growing youth sports population and noted the county's existing facilities were sized for a smaller population. He said improvements would include bleachers, landscaping and supporting facilities at the new fields and the renovated larger field across Main Street.

A board member who spoke in favor of the purchase said organized parking was needed and expressed concern that the current informal parking arrangement posed a safety risk. Another board member with long involvement in local softball said county ownership of the land would be a positive for the softball community and broader recreational opportunities.

The agenda item was presented as informational and an action item to approve the purchase; the board approved the purchase agreement at the meeting and the matter will proceed through the stated close-of-escrow steps and implementation planning.
