Randy Hynes, Churchill County Public Works Director, presented an application by landowner Trevor de Braga to designate roughly 212.48 acres as an agricultural sending site and to secure 277 transfer-development rights (TDRs).
Hynes said the property — identified in the application by APNs 009-071-07, 009-072-13 and 009-072-21 — includes approximately 170.38 acres of irrigated, water-righted land and meets minimum acreage and dust-control requirements to qualify as a sending site. “Based on the transfer of development rights calculations, the total TDRs for the property is 277,” Hynes said. He told the commission that the sending site committee reviewed the proposal on Nov. 18, 2024, and the Planning Commission recommended approval on Dec. 11, 2024.
A motion to approve the sending-site application and to grant 277 TDRs for the listed parcels was made, seconded and approved by voice vote. The board’s approval cited the application’s stated community benefits: preserving 212.48 acres of farmland with surface water rights, protecting nearby military operations, and protecting water recharge areas.
