Iowa Senate passes bill adding prenatal development materials to school curriculum; amendment narrows grades to 4–12

Senate File 175, a bill that adds materials depicting prenatal development to human growth and development instruction in Iowa schools, passed the Iowa Senate after floor debate and two amendments.

Senator Taylor introduced the bill, saying, "Senate file 175 is a bill having to do with prenatal development curriculum." The bill as discussed would require human growth and development instruction for school districts, accredited nonpublic schools, and charter schools to include classroom instruction related to human development inside the womb and to allow use of "a high definition ultrasound video showing the presence of the brain, heart, and other vital organs in early fetal development, a high quality computer generated rendering or animation, or an ultrasound or other real image that depicts the humanity of the unborn child." Taylor also said the bill would strike a list of professional organizations currently named in code as examples of relevant expertise.

Why it matters: supporters said the bill clarifies that human development begins before birth and gives teachers materials to depict prenatal stages; opponents said the measure amounts to state-mandated curriculum that should be left to local educators and raised concerns about omission of named medical organizations and about the bill’s narrow focus.
