Board receives updates on water treatment, drainage, solar project and dam inspections

The Board of Selectmen heard several infrastructure updates at its Feb. 11 meeting, including work at the water treatment plant, progress on a court-ordered drainage correction, the status of a local solar project, and steps related to dam inspections.
Town staff reported that the water treatment plant project remains on schedule for spring and that contractors are starting to build out SCADA (supervisory control and data acquisition) components. Canal Street plaque wording is still being finalized and is expected in spring.
On drainage, staff said they are continuing work to address a court order to correct drainage issues on Janette (or similarly named) and that engineers will access the site once snow melt allows. Engineers are targeting visits in the coming weeks and staff have shared tentative dates with required approvers.
Regarding a local solar project, the town administrator said engineers have reviewed as-built drawings and the Planning Board recommended removing a cease-and-desist order on the developer at the most recent Planning Board meeting, which town staff said should conclude the matter for that project.
Selectmen also discussed dam inspections and the jurisdictional question for Lake Hiawatha. A Selectman asked whether surrounding municipalities or a homeowners association bear any responsibility; staff said that portion of the dam appears to be the Town of Blackstone’s responsibility but that an association governs the whole lake and more details are forthcoming. The board asked the superintendent and relevant officials to follow up and provide documentation of any state or DOT directives.
Town staff said more details and documentation will be provided at a future meeting.
