Clerk Patricia J. Britt and council staff answered questions about staffing changes reflected in the proposed 2025 budget for Council and Clerk of Council. The book lists an increase from 71 to 73 positions; staff said the net increase reflects summer intern hires and an added part‑time administrative legislative assistant post.
Council members said the budget book's presentation made it difficult to reconcile whether positions were newly added or had been present in prior years. The committee asked the clerk to confirm last year's approved head count, provide a list of names for the mayor's 19 special assistants and supply a ward breakdown for several boards and commissions.
Separately, council members asked about a communications audit and the related RFP. Councilwoman Moore and others said the audit delivered so far covered a narrow scope — mainly social media — while the RFP had sought a comprehensive review of digital, print and other communications. The clerk said the first phase contracted for has been completed and the report released; staff committed to check whether the vendor billed the full contract amount and whether a second phase is planned for written communications such as newsletters.
