Fryer told the board Region 7 serves a 10‑county planning area that includes Bay, Saginaw, Midland, Isabella, Gratiot, Clare, Gladwin, Tuscola, Sanilac and Huron counties. She described Region 7 as an Area Agency on Aging (AAA), a network created out of the Older Americans Act roughly 50 years ago, that supplements county millages and partners with local departments on aging to deliver services such as the My Choice Medicaid Waiver Program, care management, community transportation and Medicare/Medicaid assistance. Fryer said the AAA can perform administrative and oversight functions at a lower administrative cost compared with state‑level administration.
Fryer told the commission that Bay County paid $6,314 in dues to Region 7 in fiscal year 2024 and that Region 7’s investment of federal and state awards returned about $874,000 in funding and services to the community. She urged commissioners to use a Region 7 contact card included in the meeting packet for referrals and assistance, and said, “I consider it an honor that I stand before you today, and I hope that we continue to serve you well in both Bay County and the other 9 counties that we serve.”
Patrick Beeson, the county representative on Region 7, introduced Fryer and said he has served as the county’s representative for about 15 years. Commissioners thanked Fryer for the presentation and recognized the partnership between Region 7 and Bay County’s Department on Aging staff.
