Planning commission recommends approval of Tavares Santiago land-use and zoning map amendments

The St. Cloud Planning Commission voted to recommend approval of a comprehensive plan amendment (CPA 24-00011; ordinance 2025-11) and a zoning map amendment (ZMA 24-00010; ordinance 2025-09) for a 1.13-acre parcel identified as Tavares Santiago.
Ralph Keith, associate planner with the Community Development Department, told the commission the parcel currently carries a county future land use designation of low-density residential and county zoning of RS-2 residential. The applicant proposed a city future land use of low-density residential and a city zoning designation of R-1 (single-family dwelling). Keith said the development is compatible with surrounding properties and would have no adverse impacts on city facilities; staff reviewed the project on or before Jan. 25, 2025, and recommended approval.
The commission had no public commenters on the items. A commissioner asked whether the parcel is contiguous with city limits; Keith said annexation had been approved previously and gave the applicant up to a year to assign city future land use and zoning. A motion to recommend approval of ordinance 2025-11 based on the 16 findings in the land development code passed by voice vote. A separate motion to recommend approval of ordinance 2025-09, also based on the 16 findings, passed by voice vote.
No conditions or amendments were recorded in the meeting minutes, and staff and the applicant remained available for questions following the votes.
