Roseville council opens CAPER comment period, approves park ninja course, awards 13 Mile force main contract and appoints new planning commissioner

The Roseville City Council on Feb. 11 opened a 30-day public comment period for the city’s fiscal year 2023–24 Consolidated Annual Performance and Evaluation Report (CAPER), approved the purchase of a ninja course for Rotary Park, awarded a contract for a 13 Mile Road force-main replacement and appointed Adam Abraham to the Planning Commission.
The council opened public comment on the CAPER, which will be available Feb. 12–Mar. 13 for review. A hard copy will be available in the city clerk’s office and the report will be posted on the city’s Community and Economic Development web page, city staff said. Council members did not receive public testimony at the meeting; the council kept the record open for the 30-day comment period.
The city approved a single-source purchase from Greenfields (packet materials refer to Greenfields/Greenfield’s Outdoor Fitness) for one ninja course as part of the Rotary Park project. City staff said the vendor is available through Sourcewell and that the purchase will be paid from bond funds. The council approved the vendor and funding by voice vote.
The council also approved a low bid to replace approximately 3,600 feet of force main along 13 Mile Road. City Manager Monroe told the council the project bid came in substantially lower than expected; the work will use water-department funds and the city does not anticipate raising water rates to pay for the project. The force-main work is the second of two related projects on 13 Mile Road; the first is a lift station funded in part by an appropriation secured through the office of Senator Kleinfeld. The agenda lists AEW project number 0100-0518 for the force-main project.
Adam Abraham was nominated and confirmed to the Planning Commission. Abraham introduced himself at the podium and said he recently moved to Roseville and works for the city of New Baltimore; the council approved his appointment by voice vote.
Separately, the council adopted a motion to go into closed session to discuss personnel matters pursuant to MCL 15.2681 a; the roll call vote recorded seven affirmative votes and the council recessed into closed session before returning briefly to adjourn.
