Special magistrate finds mold, peeling paint at Palatka Creel Avenue home; 120 days to comply

Special Magistrate Ron Brown found violations of Palatka city code at a house at 607 Creel Avenue and ordered the owners to clean visible mold and mildew, repair stucco on the front column and apply a fresh, even coat of paint on specified elevations within 120 days.
The city presented photographs and testimony showing peeling paint, stucco damage on a front column and mildew visible from the street. Christie Lowe, City of Palatka code enforcement officer, testified that photographs taken March 13, 2024 and January 29, 2025 show mildew on the front and right-side elevations, failing paint and areas of missing stucco. Lowe asked the magistrate to require pressure washing of the soffit and repainting of the right elevation and front of the house, plus stucco repair on the columns.
The hearing included testimony from owner and respondent Jeremy Bridal Tullock, who said the owners live out of state and that the work could be completed within the time the city requested. “If the city wants the house nice, I got no problem making it nice,” Tullock said. Brown noted the city had followed notice procedures and said he would make a finding based on the evidence: “Basically, based on those two things, I'm gonna go ahead and find that there is a violation of section 30-169… and it basically needs to be cleaned and repainted, and then there's some stucco work that needs to be done.”
Brown set a compliance deadline of 120 days from the hearing—June 18, 2025—and said no fine would be imposed immediately; fines will begin to accrue on June 19, 2025 if the required repairs and cleaning are not completed. He instructed the owners to notify Lowe when the work is finished so the city can verify compliance and close the matter.
The magistrate’s order identifies the violations as mold/mildew (section 30-169) and failure to maintain a neat, fresh exterior appearance (section 30-170) as presented in Lowe’s evidence. The city will record copies of the submitted photos and inspection notes in the official hearing record.
