Lisle board approves zoning and easement changes for Science of Spirituality campus

The Village Board of Lisle voted Feb. 17 to approve a set of measures needed for a parcel consolidation and site revisions at the Science of Spirituality international headquarters campus.
Development Services Director Smetana told the board the action begins with a public hearing and a proposed First Amendment to the 2017 annexation agreement that the campus owner needs to consolidate recently acquired parcels and update engineering and landscape plans. "State statute requires the village board conduct a public hearing prior to considering amendments to annexation agreements," Smetana said during the hearing.
The board first convened and closed the required public hearing and then approved a resolution authorizing execution of the annexation agreement amendment. The board also adopted an ordinance revoking various prior ordinances and approving a major change to the Science of Spirituality planned-unit development and associated special-use permits to consolidate three parcels into a single campus PUD. Finally the board approved a resolution vacating a private-road easement (Water Bridal Road) so the campus can eliminate a curb cut on Warrenville Road and route traffic to an existing controlled intersection at Navistar Drive and Naperville Road.
All actions were presented by Director Smetana, who said the PUD amendments are limited to replacing engineering and landscape plans "reflective of the proposed site improvements associated with that parcel consolidation." He also reminded the board that approval of the annexation-amendment resolution required a two-thirds vote of the corporate authorities then in office.
Clerk roll calls show unanimous support for the measures recorded in the motions to approve: each roll-call record listed Trustees Mullin, Duffy, Greco, Lesniak, Olson, Saima and Mayor Pesach as voting "aye." The transcript records no public objections at the hearings and no conditions beyond the revised engineering and landscape plans presented.
The board's approvals will allow the applicant to move forward with site work and consolidation under the revised PUD documents. Staff recommended the measures and the board adopted them by roll-call votes.
The village will file the amended annexation agreement and the PUD documents with municipal records; construction or other implementation steps were not detailed during the meeting.
