Commissioners approve 4.3-acre rezoning at U.S. 421 and Cool Springs Road

The Harnett County Board of Commissioners voted unanimously on Feb. 17 to approve a rezoning request for about 4.3–4.5 acres at U.S. 421 and Cool Springs Road, in the Little River Township.
County staff described the site as a vacant parcel previously used for agriculture with frontage on both U.S. 421 and Cool Springs Road. Staff told the board the parcel sits adjacent to existing commercial uses including a Dollar General, Family Dollar, a gas station and a health clinic; staff found the request compatible with the county’s rural-center development node and recommended approval. The planning board had unanimously recommended approval at its Feb. 3 meeting.
Staff reported approximately 8,400 daily trips on the segment of U.S. 421 near the property and about 1,000 daily trips on Cool Springs Road. The parcel would rely on a private septic system, county staff said, while public water is available.
Greg Bagley, a civil engineer representing the applicant, answered procedural questions and said he would provide any additional information requested by the board. No members of the public spoke in opposition at the hearing.
Commissioners moved to approve the zoning change, the motion was seconded, and the board voted in favor. The county clerk recorded the vote as unanimous approval.
