Senator Josh Cole, of District 25 (Twin Falls), presented RS 32196 to the Senate Local Government and Taxation Committee and the committee voted to send the RS to print.
Cole said the proposal would amend state law so that cities with populations of 25,000 or more — rather than the current 100,000 threshold — would be required to provide geographical representation for city council seats. He framed the change as intended to improve local representation in larger cities while preserving local control over how many seats a council has.
Cole said the measure is intended to strike a balance: lower the threshold so more municipalities would use districting to ensure neighborhood perspectives are heard, but avoid imposing districting on small cities where at‑large systems may be more practical. He told the committee the RS includes a 120‑day requirement for posting new districts before the general election in which seats are determined, and that it would not itself increase the number of council seats; those decisions would remain with local governments.
Senator Den Hartog asked about the effective date and timing for existing or planned city elections; Cole replied the RS provides 120 days to post districts before the general election. Senator Taylor asked whether the measure would increase the number of council seats; Cole responded that it would not and that those decisions remain local.
A motion by Senator Adams to send RS 32196 to print, seconded by Senator Taylor, carried by voice vote with no roll call recorded. Committee leadership said stakeholders across the state will have an opportunity for input before any full hearing.
