“For the record, my name is Senator Tammy Nichols from District 10 and this is RS 32367,” Nichols said. She said the RS changes phrasing to clarify a timing reference (changing a term described as a “shell” to “May”), replaces an open-ended reference with “up to” a number of placement counseling sessions, and fixes punctuation to remove ambiguous clauses so the statute’s meaning is clearer. “There is an up to instead of leaving that, to 6, placement counseling sessions,” Nichols said.
Nichols characterized the changes as legal clarifications made after legal review and said they were intended to eliminate confusion rather than alter substantive rights or services. Senator Lenny moved to print RS 32367; Senator Keiser seconded. The committee approved the motion by voice vote and the chair announced the RS will be sent to print.
No public testimony was offered on the RS during the hearing; sponsors described the changes as editorial and procedural rather than substantive policy shifts.
