Committee approves RS 32346 to expand eligibility and oversight for Gaston license plate program

Senator Tammy Nichols, sponsor of RS 32346, told the Senate Judiciary & Rules Committee the request streamlines implementation of a specialty license-plate program passed last session and expands eligibility by removing a 26,000-pound vehicle weight limit.
“For the record, my name is Tammy Nichols. I'm from District 10, and I'm presenting RS32346,” Nichols said. She said the RS refines the design to specify a bright yellow and black plate “with the snake centered in the middle,” directs fund allocations to in-person firearm-safety education rather than online courses, and establishes an Idaho firearm safety education committee of volunteers to oversee grants, “so there's no general fund impact to this.”
Nichols said the language was developed with input from partners, including the NRA and the State Board of Education, and that the volunteer committee will work with the administering department to manage grants.
Senator Wintro asked whether proceeds could go to nonprofits; Nichols replied the prior bill already allowed educational components to receive monies and this RS forms the volunteer oversight committee.
Senator Foreman moved to send RS 32346 to print; Senator Recti seconded. The chair called for a voice vote, senators said “Aye,” and the chair announced the motion carried and RS 32346 will be sent to print.
The RS as presented makes implementation clarifications and administrative changes to facilitate the specialty plate program; no appropriation or specific grant awards were decided during the committee action.
