Smyrna increases SPLOST allocation for Camp Highland Bridge after higher bids; Cobb County IGA amended

The City of Smyrna Mayor and Council voted to increase the Camp Highland Bridge project allocation in the 2022 SPLOST project-length budget by $94,200, bringing the city's rounded total to $1,594,200. Council also adopted an amended intergovernmental agreement (IGA) with Cobb County to implement the cost-share terms and authorized the mayor to execute related documents.

City staff member Bennett told the council that, after Cobb County solicited bids for bank stabilization work at Camp Highland Bridge, the lowest reliable bid exceeded the original estimate. The revised construction cost for the project is $3,145,107.77, and the IGA apportions about half of the county's total project cost to the city. Bennett said the cityand county amounts are $1,572,553.88 each; the IGA also provides for a $41,730 engineering and design cost to be split 50/50. To meet the city's share and the agreed cost allocation, the city must add $94,200 to the project's SPLOST allocation.

Councilmember Oglesby moved to approve the amendment "as written," and Councilmember Gould seconded. During roll call the motion passed, recorded as approved 5-0; council noted Councilmember Hines was not connected at the time and Councilmember Wilkinson was not present earlier in the meeting.

The motion authorizes the city to increase the project budget and execute the amended IGA; the change responds to actual construction bidding and a mutual scope reduction negotiated between Cobb County and the contractor, as described by staff.
