Godley ISD trustees on Tuesday nominated John Fennell to be considered for appointment to the Johnson County Central Appraisal District (CAD) board, replacing the late Jim Cottrell.
Superintendent and administration had briefed the board after consulting the CAD president, who said he sought "a clone of Jim Cottrell" candidate with school-district experience to help the appraisal-district board navigate issues that affect school finances, administration said. Administration recommended Fennell, a former trustee and Region 11 volunteer who testified earlier in the meeting on school finance issues.
Trustees discussed two nominees and debated the relative value of CAD-specific experience versus school-board finance experience. Supporters of John Fennell cited his broad school finance and TASB experience and his prior work on legislative and finance matters; supporters of the other nominee, Peter Stinson, cited Stinson's long involvement in CAD meetings and technical familiarity with appraisal processes.
After discussion, the board voted 6-1 to nominate John Fennell for consideration by the CAD board; trustees noted the CAD board will receive nominations from multiple political subdivisions and will vote to fill the vacancy.
