Godley ISD trustees adopt new board operating procedures after extended public and board debate

Godley ISD—oard of Trustees voted 6-1 Tuesday to adopt a revised set of board operating procedures after receiving public comment and holding a workshop-style discussion that produced wording edits on decorum and a board pledge.
Trustees and several members of the public debated whether the draft rules unduly restricted free expression, recording and public comment at board meetings. Multiple speakers during public participation asked the board to preserve First Amendment rights and criticized proposed language that would limit where constituents can stand or record. "Please consider the precedent you're setting in terms of free speech," one public commenter told trustees. Another said the proposed code of ethics read like "a pledge to be a unified body instead of an individual representative."
During the workshop, trustees agreed to change the board pledge language and to remove two sentences that would have forbidden board members from criticizing or embarrassing colleagues. The board substituted language that asks trustees to "share views respectfully and listen to others respectfully in turn." Trustees also removed numeric ranking from the board—ocus goals and removed the word "elementary" so goals apply across grades.
The policy also keeps a provision that forbids board members from representing the board to the media unless authorized; trustees clarified the difference between speaking as an individual and speaking in an official capacity.
The board president framed the session as a workshop to allow detailed discussion before a formal vote. After discussion, Trustee Terry moved adoption with the workshop edits and Simone seconded; the motion carried 6-1.
Ending: The board directed staff to incorporate agreed edits into the final operating document. Administrators will ensure that policy language and the operating procedures remain aligned; any further changes to the local policy will require a formal policy update.
