Senator John Esp told the House Appropriations Committee that Senate Bill 223 corrects a drafting error that prevented the Board of Investments from retaining interest earnings on a housing account for entry‑level Department of Corrections and public health employees in Deer Lodge.
The bill’s sponsor said the change would restore the board’s ability to keep interest earnings and reinvest them in the housing program so employees might receive assistance after five years, the maximum permitted stay in the units. "We transferred it to the board of investments to fast track the program, and, we forgot to transfer the ability to keep the interest in earnings so that they could roll that back into the program," Sen. John Esp said. He told the committee the Board of Investments has 28 units ready and has been placing entry‑level employees in them.
Dan Villa, executive director of the Board of Investments, briefly appeared as a proponent and said, "Sponsor explained it very well. Happy to answer any questions." The committee chair noted there were no questions and no opponents in the room or online.
The committee closed the hearing on Senate Bill 223 without questions or amendments and discussed scheduling executive action for a later date.
