Wright County commissioners approve 2024 carry-forwards amid dispute over expense-account policy

Staff asked the board to approve both parts. Commissioner Holland moved to approve the carry-forwards as presented; Commissioner Shane seconded.
Commissioner Dietrich objected to approving an individual commissioner expense carry-forward without a budget amendment, citing language from the county’s expense reimbursement policy. Dietrich read the policy into the record: "No individual county commissioner expense will be reimbursed in excess of the annual budget allocation without a budget amendment," and argued that the action conflicted with statements made at a December workshop.
Dietrich urged that the carry-forward item be removed and handled as a budget amendment, saying the workshop direction and the county’s financial-policy manual required consistency. Other commissioners, including Holland and Shane, said carry-forwards are an established annual practice and argued staff guidance supported the requested action. Commissioner Holland said if a commissioner expects additional travel for lobbying, the appropriate step is a budget amendment to increase that allocation.
Several commissioners proposed holding a workshop to clarify parameters for commissioner expense carry-forwards, including time limits and rules for carrying balances across terms. Staff agreed to add the topic to a future agenda and indicated the next opportunity for workshop scheduling would be March 11, with agenda-setting on March 4.
Despite the disagreement, the board voted 3–2 to approve the carry-forwards as presented. The public record shows the motion passed by a 3–2 margin; the transcript records that outcome but does not provide a roll-call attributing each yes/no vote to specific commissioners.
