Two Rivers to file revised water-service lateral inventory after EPA review finds formatting issues

Two Rivers city staff told the council on Feb. 17 that the U.S. Environmental Protection Agency identified format-related deficiencies in the city’s fall 2024 inventory of water service lateral materials and that the utility has taken required outreach steps while preparing a corrected submittal.
City Manager Greg said the EPA found the manner in which the inventory stated the basis for material classification did not meet EPA review criteria, which results in an operating violation under the agency’s rules. He said the utility mailed required notices and posted public notices at city locations; “The required notices, as required by EPA were postmarked and mailed last Thursday, February 13,” Greg said. He added that the inventory itself is complete but that revisions to formatting and reporting will be needed.
Greg said the utility’s director, Mr. Sukhawati, has consulted DNR compliance consultants and staff expect to file a revised inventory by March. The city also told the council it furnished documentation of its outreach to EPA. Greg noted the outreach is intended in part to reach consumers who are not the water-bill payers (for example, renters whose landlords pay bills).
Council did not take formal action on the matter during the meeting; staff characterized the item as compliance follow-up and said they will return when the revised inventory has been submitted.
