Legislative Audit Division urges use of short performance audits to inform appropriations

Will Solar, deputy legislative auditor, told the Section D appropriations subcommittee that the Legislative Audit Division has piloted a shorter, 10–12 page performance-audit format and is asking appropriation committees to nominate topics for possible review.
Solar said the memo in members’ packets summarizes December discussions about asking appropriation committees to provide recommendations to the audit committee. He said the audit committee ranks candidate topics each June and the ranking determines the audit workload for the fiscal year.
The audit division’s goal, Solar said, is to use performance audits as a tool tied to performance-based budgeting: "If you really want to understand how something is working out there in the other branches, the audit division is a good tool to deploy in that regard," Solar said. He told members the shorter format aims to reduce the burden and produce more digestible findings for policymakers.
Representative Crow asked whether the division could provide a short summary of an older railway-inspection audit; Solar said he would provide a one- or two-page summary and a link to the full report. Solar offered to provide the committee the memo’s suggested framing and the logistics for forwarding topics to the audit committee.
The committee did not take formal action on the memo during this meeting but members asked staff to circulate Solar’s follow-up materials.
