Commission requests BY Water maps showing areas without water service potential

Planning staff told the commission that BY Water can supply maps identifying parts of Yankton County that have no potential for expanded water service and that this information would help planning decisions about where to encourage or discourage development.
Staff said BY Water reported there are some areas already at capacity where service cannot be extended; BY Water can provide a map of those no-service areas at no charge. BY Water said a map showing specific available capacity and the number of lots that could be served in an area would require engineering analysis and carry a cost. Commission members said even a basic GIS layer showing existing water mains would be useful when evaluating rezoning requests and planned-unit developments, and they asked staff to follow up on the formal request and to circulate any data received.
Staff reported that a written request to BY Water was sent on January 6 and that the commission would await the utility’s response before scheduling related ordinance changes for public hearings.
