Meredith Jerico, legislative liaison for the commission office, updated commissioners on activity at the South Dakota Legislature, which she said was approaching several procedural deadlines.
Jerico highlighted multiple election bills being heard in committee, including proposals to make election day a legal holiday (Senate Bill 105), change voter registration deadlines (House Bill 1103) and require posting of certain election test and canvass notices on the Secretary of State website (House Bill 1127 and Senate Bill 104). She said those measures could create new administrative requirements for county election officials if enacted.
Jerico also described a clutch of property‑tax‑related measures and county bills of interest: Senate Bill 84 (extending the time frame for filling a county commission vacancy), Senate Bill 90 (clarifying tax‑deed provisions), House Bill 1194 (authorizing cooperative county directors of equalization) and Senate Bill 95 (appropriation for county rural access infrastructure funds, proposed at $25 million over fiscal years 2026–28). She noted a number of valuation‑limitation proposals had been introduced that would limit valuation growth to 3% year‑to‑year and that those bills may be deferred for committee consolidation because of their similarity.
Jerico said two recent measures merited special monitoring: Senate Bill 190 (proposal for an education property‑tax credit for owners of nonpublic‑school students) and Senate Joint Resolution 506 (a proposed constitutional amendment to cap real‑property taxes at a flat percent or prior‑year level, with complex application rules). She warned SJR506 could have broad implications for property tax levies and county revenues if placed before voters.
Jerico said staff would continue to track bills, especially those that would alter county processes or require additional resources, and would advise commissioners of hearings and potential fiscal impacts.
