Commission awards rural access infrastructure grants to five townships; program enters final funding year

Minnehaha County commissioners approved awards of rural access infrastructure funding to five townships: Edison, Split Rock, Logan, Grand Meadow and Wall Lake.
County staff said the townships submitted applications in August and October and were scored under criteria in a 2023 commission resolution. The county report shows that after awarding funds to the listed townships there would be a remainder of about $10,000 to allocate in a future process; staff said they expect leftover funding to carry over for a small award next year.
Staff explained the grant is an 80/20 match: 80% state funding and 20% local contribution provided by the townships; the county’s role was to gather state information, assist with the application process, and execute awards and contracts. Commissioners asked for context about the Rural Access Funding program; staff said this is the final year of funding under the current appropriation and county and townships are working with legislators in Pierre to seek additional funding.
A motion to approve the awards was seconded and carried on a roll call vote.
Staff encouraged townships that remain interested in smaller awards to consider the next grant process.
