County reports $36.4 million expended in ARPA funds; roughly $1.1 million remains to spend

Susan Beeman of the auditor's office briefed commissioners on fourth‑quarter 2024 expenditures of Minnehaha County's American Rescue Plan Act (ARPA) allocation.
Beeman said the county received $37.5 million under ARPA, had obligated the full amount by the end of 2024 and expended just over $36.4 million as of Dec. 31, 2024. She reported roughly $1.1 million remained to be spent; those funds are tied to three projects: the remainder of an emergency response infrastructure (tower) project for the sheriff's office, construction of an additional courtroom in the courthouse, and a building ventilation project in the public defender's office. Beeman said she expects the three remaining projects to be completed by the end of the county’s second quarter in 2025 and noted fourth‑quarter ARPA expenditures totaled about $2.2 million.
Beeman said the county met the Treasury requirement to obligate all ARPA funds by the end of 2024 because contracts were executed, which allows the remaining dollars to be expended in 2025 under the Treasury rules.
