Finance Committee recommends $98,744 in supplemental transfers to cover new AFSCME contract costs

The Town of Blackstone Finance Committee on Jan. 9 recommended that Town Meeting approve three supplemental transfers totaling $98,744 to fund the first fiscal-year costs of new collective bargaining agreements with units of the American Federation of State, County and Municipal Employees, AFL-CIO, State Council 93, Local 1709.
Committee members said the supplemental requests are needed because the town’s adopted budget for the current fiscal year did not include the settled contract terms. The requests cover wage and cost items for the fiscal year commencing July 1, 2024.
Article 1 would fund the DPW unit (11 employees) with a requested transfer of $56,161 to cover first-year cost items. Article 2 would fund the Town clerical unit (13 employees) with $10,860. Article 3 would fund the dispatchers unit (4 employees) with $31,723. Together the three recommended transfers total $98,744.
Each article was moved and seconded during the meeting and was recommended by voice vote; the committee recorded unanimous support for all three recommendations. Committee members present during roll call and recorded as voting in favor were Jeff Silverstein (presiding finance committee member), Pittler, Becky Ryan, Donna Ryan, Casey Bick, Sethi Sweeney, Katie Moxham and Tim Howell. One member identified as Zach was noted absent.
Committee members said the requested amounts are supplemental for the current fiscal year because the contracts were not settled at the time the annual budget was adopted. The committee chair said the recommendations will be transmitted to the town clerk before Monday to be included with the warrant materials for Town Meeting.
The recommendations are advisory: final appropriation of the requested sums will be decided by voters at the upcoming special Town Meeting on Jan. 21.
