Commission reinstates site plan approval for vehicle leasing site; applicant granted two-year extension

The Plano Planning and Zoning Commission on Feb. 17 reinstated approval of a site plan for vehicle leasing and renting at the southeast corner of U.S. Highway 75 and Eleventh Street, granting the applicant a two-year extension to finalize construction documents and obtain permits.
Molly Coriel, senior planner with the planning department, said the reinstatement is permitted under Section 3.7 of the zoning ordinance and would allow the applicant to finalize civil drawings, obtain building permits, and begin construction. Staff noted the approved site plan (originally approved Dec. 20, 2022) shows 5-foot sidewalks; under the city's newer street design standards the site would typically be required to provide 7-foot sidewalks with on-street parking cross-sections, though staff said traffic engineering would likely not allow on-street parking adjacent to U.S. 75 and the mixed-use corner option may be evaluated during any future review.
The applicant team described delays that led to the reinstatement request. Drew Janoski, a site engineer with Claymore Engineering who said he has been on the project throughout, said the project experienced a change in architect and later changes among design consultants. Erica Law, assistant director for Drive Time Car Sales (appearing by Zoom), said the original structural engineer “went out of business,” and that the project, which originated in 2020, was paused during the COVID-19 pandemic and later restarted in 2022. Law said civil plan review took time and the team discovered the site-plan approval was expiring in December, prompting the reinstatement request.
Coriel told commissioners there are existing site challenges, including that the northern part of the building encroaches over the right-of-way line; if the site returns to review staff and the applicant would need time to address those conditions. Commissioners approved the reinstatement 8-0 following a staff recommendation.
