Commission counsel presented two draft options for the default provision. The second option adds specific language that a person seeking elective office must not be in default to the city when filing for office, during candidacy or while serving, and it explicitly provides a 15‑day cure period to correct a default. Commissioner Coyle moved to adopt the second option, which was seconded and approved by voice vote.
Commissioners discussed whether the charter should specify the cure timeline or allow the city council to develop implementing procedures by ordinance. Counsel said the city could implement the administrative details by ordinance — for example, establishing the mechanics of a cure process or an annual affidavit — but the commission opted to include the 15‑day window in the charter text and directed council to craft procedures.
The commission recorded the motion as carried; members instructed counsel to draft ordinance language consistent with the charter amendment and to return with implementation language at a future meeting.
