The clerk and corporation counsel advised that, per the city charter, the budget must be available to the public for three weeks prior to any public hearing; the clerk said the budget would not be available until April 1, which constrained hearing dates.
Because of that timing requirement, the council set the earliest public hearing date on the budget for April 28 and allowed additional buffer days if necessary. The council also discussed typical scheduling around Easter and school calendars and agreed on a 6 p.m. start time for the public hearing. The council instructed staff to post the study-session dates and the special meeting/public hearing date on the calendar, and to finalize the formal motion language for the next meeting’s agenda.
