Council approves routine consent agenda, personnel appointments and ordinance introductions
Summary

Southfield City Council on Feb. 10 approved a routine consent agenda and took a series of personnel and ordinance actions.
Appointments and swearing-in: The council approved the administration's recommendation to appoint Sarah Mullally as Deputy Director of Business and Economic Development and Mark Ragsdale as Deputy Director of Public Works; Ragsdale was also appointed as a city constable and both appointees were sworn in at the meeting. The mayor additionally presented appointments and reappointments to advisory boards: Janelle Speed Hale to the City Center Advisory Board, Bruce Collins and Thalia Maxwell to the Southfield Library Board, and Dr. Steven Craig and Greg Easterly to the Downtown Development Authority. Those mayoral appointments were moved and seconded and carried without recorded opposition.
Consent agenda highlights: The consent package approved items a through k. Notable items included authorization to adopt the Food Waste Elimination Study and to participate in a NextCycle Michigan multifamily pilot (items F and G), approval to use opioid settlement funds to purchase AED/Naloxone combined units for city schools (item K), and multiple equipment and contract items for public safety and administrative services.
Ordinances: Council approved introduction of an amendment to the city's animal ordinance re-locating certain regulations to police regulations and including provisions for chickens and bees (ordinance number 1805, introduced). Council also approved a proposed amendment to Chapter 101 (permit review, inspection and appeal fees) for enforcement of building-permit procurement and introduced ordinance 1806 (the council approved introduction as reflected in the minutes).
Votes and motions: Most motions were adopted on voice vote as part of consent or as moved on the floor. Multiple roll-call and voice votes recorded a unanimous "aye" among present members; Councilwoman Banks was absent with notice. Formal introductions of ordinances were moved, seconded and approved for introduction; final readings and adoption would occur at future meetings.
Other: Council scheduled a closed session under the Open Meetings Act to discuss attorney-client privileged material. The meeting minutes show the council then adjourned to closed session.
