Draft Vision Pontiac master plan released; council initiates 63-day statutory review

The city’s planning staff and consultant McKenna on Feb. 4 presented a draft "Vision Pontiac" master plan to the City Council and the council voted to initiate the 63-day statutory review period required for municipal master plans. The review window will allow the public, neighboring jurisdictions and state agencies to submit formal comments before the plan returns for public hearing and final consideration.

The draft contains numeric goals and implementation steps intended to make the plan actionable, not merely aspirational.
What the draft contains: Consultants said the plan reflects extensive public engagement (surveys, town halls, pop-up events, subcommittees and webinars) and outlines a vision to: ‘‘thrive as the heart of Oakland County, a safe, prosperous, resilient and affordable community where everyone feels welcome and included.’’ The draft includes goals, objectives and specific actions across chapters on housing, downtown and commercial corridors, historic preservation, transportation and workforce development. A highlighted target in the housing chapter calls for creation of 5,000 housing units with workforce housing standards by 02/01/2040.
Process and next steps: By council vote the draft plan will be circulated to state and regional agencies (including SEMCOG and Oakland County) and neighboring municipalities for a 63-day statutory review. The city’s planning staff expects the review period to end April 8; once comments are compiled the planning commission will hold a public hearing and then send a recommendation to council for final adoption (anticipated spring months). The consultant said a webinar intended to explain the draft will be held Feb. 5 at 4 p.m. on the city’s channels (visionpontiac.com and the city’s Facebook page).
Council and staff remarks: Planning staff and the mayor said the draft is intended to be implementable and to guide zoning code updates and investment decisions. Council members praised the public engagement effort and asked for color maps and a process to gather council comments; staff said council members may submit comments through the plan website during the 63-day review period.
