Planning commission recommends approval of Turtle Bay final plat for Lots 29 and 30

On Jan. 7, 2025, the Brookings County Planning and Zoning Commission recommended approval of Plat 20-25 Plat 001, the final plat for Lots 29 and 30 and the Turtle Bay Road right-of-way in the Turtle Bay addition on the northwest side of Lake Campbell.
The motion matters because staff said the final plat meets the Brookings County Subdivision Ordinance, Lake Park Zoning Ordinance and the county’s 2016 comprehensive plan for the Lake Park area. Approval sends the plat forward to the Brookings County Commission for final action.
Richard (county staff) read the staff report and said the preliminary plat had been approved on June 6, 2024 and that the final filing meets subdivision and zoning requirements. Richard summarized the proposed road alignment and noted the applicant was not present.
No members of the public spoke in favor; one member of the public cautioned the commission that a Summit Carbon pipeline route submitted in late 2024 drops to the west of the proposed plat and urged caution in approving new residential lots near the proposed pipeline.
Commissioner Tryon moved to recommend approval; Paulson seconded. The commission recorded a voice vote and the motion passed.
The recommendation will be transmitted to the County Commission for public notice and a final hearing.
