The Augusta Board of Zoning Appeals met Feb. 17 and made the following formal actions on petitions (summaries below reflect staff presentations, applicant statements and board votes recorded in the meeting):
Votes at a glance
- BZA20-431 (3617 Byrd Road — Estelle Smith): Approved with staff conditions. Variances granted to reduce front and rear setbacks and to increase accessory building floor area; approval included conditions restricting residential use, sleeping/cooking/bathing facilities, and separate electrical service. Applicant Estelle Smith was present and agreed to staff conditions. (Outcome: approved; action: staff conditions to be enforced.)
- BZA24-32 (5121 Mill Place — Southern State Builders for Lee Donahue): Denied. The board found the request did not meet requirements and Augusta Utilities had not yet approved changes related to a sanitary sewer easement. (Outcome: denied.)
- BZA25-01 (1605 Doug Barnard Parkway — Atlanta Gas Light Company): Postponed to March at staff’s request to permit review under federal/state floodplain rules (44 CFR 60) and to allow staff to draft recommended conditions. (Outcome: postponed.)
- BZA20-501 (2421 Kings Way — addition for property in Somerville Historic District): Approved with staff conditions, including completion of the certificate of appropriateness process used by the Historic Preservation Commission. (Outcome: approved.)
- BZA25-04 (1209 Candlewood Court — James Maubrey): Postponed to March to allow staff and the applicant to negotiate a revised plan and conditions after extensive discussion about height, floor area, and sleeping/bathing facilities. (Outcome: postponed.)
- BZA25-05 (4132 Old Waynesboro Road — David Gale): Denied. Applicant sought an increase in accessory building area to 1,008 sq ft; staff recommended denial though listed conditions in the event of approval. The board denied the variance. (Outcome: denied.)
- BZA25-06 (988 Hay Meadow Drive — Joseph R. Vaccaro Jr.): Approved subject to conditions including reduction of the rear setback to 11.5 feet for a 12x12 covered porch addition and a prohibition on enclosing the porch without returning to the BZA. (Outcome: approved.)
Other business
- The board approved minutes from the Dec. 16, 2024 meeting at the start of the session.
Notes on procedure and next steps
- Several items were continued from December and several were postponed to March to allow staff to consult other agencies (notably Augusta Utilities and state floodplain authorities) or to allow applicants and staff to negotiate revised plans or conditions. Postponement does not authorize construction or permit issuance; applicants must obtain any required permits and comply with conditions set by the board and by staff.
