Chairman Kelly said the Johnson County Board of Commissioners voted unanimously to extend an executive session by 40 minutes to discuss non‑elected candidates for the county appraiser position under K.S.A. 75-4319(b)(1).
“No action has been taken at this time other than a correction for the record,” Chairman Kelly said when the meeting returned to the record before the extension motion. He then moved to extend the executive session for 40 minutes “to discuss non elected candidates for the appraiser position.” Allen Brand seconded the motion. The board reconvened in open session at the roll call and recorded the vote 7-0, with no commissioners voting against or abstaining.
The board said those who would attend the extended executive session included County Manager Erin Otto, the assistant county manager (identified in the meeting as Aronado), the human resources director and one member of the Omni HR consulting team. Commissioners confirmed the human resources director would be present for the extended session, after earlier noting that during the prior executive session neither the deputy county manager nor the human resources director had been present and only one Omni HR consultant had attended.
The extension motion specified K.S.A. 75-4319(b)(1) — the statutory authority the board cited for discussing non‑elected personnel matters in closed session. The board said it would reconvene an open session in the same room at 5 p.m.
Roll call on the extension recorded the following votes: Commissioner Fast, aye; Commissioner Myers, aye; Commissioner Brewer, aye; Commissioner Hanslick, aye; Commissioner Ashcraft, yes; Commissioner Allen Brand, aye; Chairman Kelly, aye. The chair then recessed the meeting to begin the extended executive session.
