City briefly pilots upgraded downtown security camera; council requests policy briefing before expansion

City staff and police have reactivated and installed an upgraded security camera at the City Hall Park intersection as a pilot, the city manager told the council Feb. 11. The manager and councilors described the device as an upgraded replacement for a camera that had been in place previously and said the system gives the police department a tool for responding to recurring quality‑of‑life complaints in the downtown park area.
Councilors asked for specifics about who can view footage, where recordings are stored, whether the system records continuously, retention periods, and whether a private vendor or in‑house staff operate the system. The manager said dispatch and the police department have access for live calls and that IT staff retain access for troubleshooting; he said the police chief would provide retention and evidentiary-use policies.
Councilors also emphasized public transparency and requested that the police chief and manager present a fuller briefing and a draft camera-use policy at the council's next meeting. Some councilors said replacement of an existing camera was reasonable, but they repeatedly said any plan to expand the system citywide should come before the council with a public hearing and a clear policy that addresses privacy, access and records retention.
