Some said they favored proceeding with an RFQ to get concrete cost proposals and keep the county from being charged higher future construction prices; others expressed fiscal conservatism and concern about creating a new county‑run adoption center with ongoing operating costs. One commissioner urged returning cost‑efficient options and minimizing nonessential features; another commissioner said the sheriff believes the county needs a new facility to continue improving live‑release outcomes.
The formal motion approved publication of an RFQ under the design‑build delivery method; the board recorded a 4–1 vote. County staff said the RFQ responses will be returned to the board with cost options and that any construction funding would require a future appropriation vote.
