Weed board seeks supplemental funds for equipment; commissioners schedule March 5 hearing

Troy, who identified himself as representing the Bennett County weed board, asked commissioners to consider supplemental county funding to purchase a side-by-side utility vehicle (estimated roughly $17,000) and cover interim costs for chemicals and sprayer equipment while waiting for a state grant reimbursement.

Troy said the grant covers equipment but does not cover motorized vehicles, so the purchase of the side-by-side would be the county's responsibility. He discussed an overall supplemental request in the neighborhood of $36,000 to cover the vehicle, partial wages and other expenses tied to the grant period. County staff explained that reimbursements depend on the grant schedule but noted the grant period begins in June and that some reimbursement could arrive the same calendar year if bills are submitted in time.

Commissioners discussed bookkeeping options: contingency transfers, automatic supplements and whether a formal supplemental hearing was required. The board voted to schedule a public budget hearing on March 5 to consider the weed board's supplemental budget request and gave staff directions for the required publication and notice period.

Troy also asked about how the county would manage reimbursement and bookkeeping until the grant funds arrive; staff said the county can submit expenses for reimbursement but might need to supplement the county budget and then reflect reimbursements when funds arrive.
